(a) It is hereby provided that the 15th day of March of every year shall be observed and celebrated in the Commonwealth of Puerto Rico as the “World Consumer Rights Day”.
(b) The Governor of Puerto Rico shall see to the compliance of the purposes of this section and through a proclamation to that effect, he or she shall urge all Puerto Rican people each year to conduct on that day any activities leading to the celebration of and the education of citizens on the consumer rights and the importance of responsible consumption relations for our society and for human living.
(c) The Department of State and the Department of Consumer Affairs shall be responsible for coordinating the educational, commemorative and protocol-related activities germane to this section.
