(a) To declare and establish that the second Sunday of the month of July of each year shall be the “Day of Reflection on Morals and the Family”.
(b) The Governor of Puerto Rico shall, through a proclamation, exhort the people of Puerto Rico to commemorate the second Sunday of the month of July of each year as the “Day of Reflection on Morals and the Family”.
(c) The Department of the Family and the Department of State of Puerto Rico shall adopt the measures needed to fulfill the purposes of this section, through the organization and holding of official activities that recognize and stress our appreciation for the principles and values that set us apart as a people, particularly morals and the family, as well as the contribution of citizens and of those institutions or entities, whether public or private, that have procured special services or aids in favor of said principles.
