(a) To declare September 11 of each year as Day of Remembrance of the Innocent Victims of Terrorism and to ratify it as the day of solidarity against terrorism.
(b) The Department of State, in collaboration with the Department of Education, the Commonwealth Emergency Management and Disaster Administration Agency, the Public Safety and Protection Commission, the Firefighters Corps, the Emergency Medical Corps, the Puerto Rico National Guard, the 911 Service Governing Board, the Puerto Rico Police, and the Civil Rights Commission shall have the responsibility of organizing public acts, seminars, conferences and other activities permitted by law which contribute to promoting a spirit of solidarity toward the victims of terrorism and the repudiation of this infamous phenomenon in order to commemorate the Day of Remembrance of the Innocent Victims of Terrorism.
