(a) The 3rd day of December of each year is hereby declared to be the “International Day of Persons with Disabilities” in the Commonwealth of Puerto Rico.
(b) The Governor, through a proclamation, shall urge all the People of Puerto Rico each year to pay homage to the persons with disabilities of our country on that date.
(c) The Office of the Advocate for Persons with Disabilities is hereby directed to diffuse the meaning of this day by holding special activities that promote the great value and sense of self-improvement of the persons with disabilities of our country.
(d) The Secretary of State of the Commonwealth of Puerto Rico shall be responsible for remitting a copy of this Act to the Secretary General of the United Nations Organization.
