(a) To declare that November 17 of each year shall be known as the “Puerto Rican Cuatro, and Don Tomás Rivera-Morales (Maso) Day”.
(b) The Secretary of State of the Commonwealth of Puerto Rico, shall issue a proclamation, at least ten (10) days prior to November 17, to the effect of exhorting the Puerto Rican people to manifest their admiration and support, and render a well deserved homage to the Cuatro and to Cuatro players, through the organization and sponsoring of activities pertinent to the declaration and commemoration of the “Puerto Rican Cuatro, and Don Tomás Rivera-Morales (Maso)” Day, on November 17 of each year, in recognition of this contribution to Puerto Rican music, and the promotion of this artistic and cultural activity.
(c) The Institute of Puerto Rican Culture, the Puerto Rico Public Broadcasting Corporation, the Luis A. Ferré Beaux Arts Center, the Puerto Rico Conservatory of Music, as well as the organizations and public entities, and municipalities of Puerto Rico, shall adopt the necessary measures to achieve the objectives of this section, through the organization and celebration of activities for the commemoration and promotion of this artistic manifestation, on the “Puerto Rican Cuatro, and Don Tomás Rivera-Morales (Maso) Day”. On the 17th of November of each year, the “Puerto Rican Cuatro ” instrument shall be exalted as well as the works of the various musicians of this instrument, with special emphasis on the work of the Maestro of the Puerto Rican Cuatro, Don Tomás Rivera-Morales (Maso). The participation of the citizenry and private entities in these activities shall be promoted.
(d) A copy of the annual proclamation shall be distributed to the news media of the Island for its diffusion.
