(a) To declare the third Wednesday of the month of October of each year the day of the youth cooperative movement.
(b) The Governor, through a proclamation, shall extol during the month of the cooperative movement, the valuable contribution to progress, development and improvement of our society made by the members of the youth cooperative movement.
(c) The agencies of the Government of Puerto Rico, especially the Department of Education, shall lend their cooperation and support in the promotion and holding of the activities conducted by the Cooperative Movement Development Commission by virtue of this section. Furthermore, the Secretary of the Department of Education is hereby directed to promulgate all the rules and norms relative to the participation of students in extracurricular programs and activities in harmony with the Student Bylaws of 2004, in order to temper them with the same.
(d) During the semester following the observance of the Youth Cooperative Movement Day, the Cooperatives Commissioner of Puerto Rico and the Secretary of the Department of Education, or the persons on whom they delegate, shall coordinate with the Chairs of the Legislative Committees in charge of matters pertaining to the cooperative movement the holding of forums at the Capitol, in which youth cooperatives members, the Legislative Branch, and the Executive Branch shall discuss strategies, cooperative models from other countries, and legislation and regulations that affect youth cooperatives.
