(a) The last Friday of the month of June of each year is hereby proclaimed to be the “Young Blood Donors’ Day”.
(b) “Young Blood Donors’ Day” shall be dedicated, in holding official functions, to young blood donors between the ages of eighteen (18) and twenty-nine (29).
(c) Each year, the Governor shall publicly recognize through a proclamation, all young blood donors in their day, and shall urge the diverse government departments, agencies and instrumentalities to cooperate in the observing this commemorative day.
