P.R. Laws tit. 1, § 5067
(a) The second week of the month of July of every year is hereby designated as “Transportation Week” in Puerto Rico.
(b) The Governor of Puerto Rico, through a proclamation to such effect, shall encourage all Puerto Ricans to support the yearly celebration of this week and to participate in the activities geared to promote economic development, improve the quality of life and mobility in urban centers, and beautify the highway network of Puerto Rico.
(c) The Secretary of the Department of Transportation and Public Work is hereby empowered and directed to coordinate, together with the pertinent government or private entities, associations and persons he/she deems convenient, to join in the organization and celebration of “Transportation Week” in Puerto Rico, in order to comply with the purposes of this section. The Secretary shall also determine the organization and celebration of appropriate special activities that lead to the diffusion of the significance of this week. All agencies and government and municipal instrumentalities shall provide their full cooperation to the activities held during said week.
(d) The Secretary of the Department of Transportation and Public Works shall designate a Nominating Committee constituted by representative[s] of the public and private sectors, which shall be charged with the selection of a person who has excelled in the field of transportation for the development of the infrastructure of Puerto Rico and upon whom the award which is instituted hereinbelow shall be conferred.
(e) The “Luis A. Ferré Award” is hereby instituted, to be conferred each year during “Transportation Week”, upon the person chosen by said Committee. The Committee designated in subsection (d) of this section shall organize, coordinate and supervise all of the activities to be held to confer the “Luis A. Ferré Award”. The Secretary shall establish all matters regarding the conferring of said award through regulations.
(f) Said award shall be granted in cash or any other means established by the Committee, through regulations.
(g) The Department of Transportation and Public Works shall set aside from its General Expense Budget a sum up to a maximum of five thousand dollars ($5,000) each year, to confer said award.
