(a) The last Friday of the month of April of each year is hereby declared as the School Janitor Day.
(b) The Governor of Puerto Rico shall issue a proclamation each year, which shall be announced through the news media, exhorting the People of Puerto Rico to render a tribute of congeniality and admiration to the Public School Janitors in well-deserved recognition of their meritorious work.
