(a) It is hereby provided that the 1st day of November of each year shall be observed as the “Day of Peace” throughout the Commonwealth of Puerto Rico.
(b) The Governor of Puerto Rico shall comply with the purposes of this section, and through proclamation to such effect shall annually exhort all the people of Puerto Rico to carry out activities on this day which will make evident the importance of peace in achieving the progress and material and spiritual well-being of all people.
(c) The Department of State shall give notice of the proclamation issued by the Governor to all foreign country delegation offices and consulates located in Puerto Rico. Likewise, the Department shall coordinate in consultation with other interested public and private entities and the Consular Bodies of other countries located in Puerto Rico, so that, in remembering that we are all citizens of the world, persons of other nations may join the People of Puerto Rico in conducting the acts to be held, to include concerts, conferences, exhibitions, contests, the publishing of literature, recordings and posters that promote and seek the pursuit of peace for Puerto Rico and the entire world, as well as conducting any other event that conforms to the purposes of this section.
