At least seven days in advance the Governor of Puerto Rico shall publish in the newspapers of greatest circulation in the Commonwealth, a proclamation recalling the celebration of the day to which § 5007 of this title refers and shall indicate the emblematic flower to be worn by the inhabitants of Puerto Rico as an external manifestation of joy and tender homage to the sublime ideal commemorated.
