The Tourist Company is hereby charged with initiating an educational campaign to further the observance of the fair, equitable and courteous treatment of tourists and foreign visitors in Puerto Rico. All Heads of Departments and Bureaus of the Government of Puerto Rico shall cooperate in all the activities initiated or recommended by the Director of the Tourist Company of Puerto Rico, especially with regard to instructing and persuading public employees, owners and employees of hotels and public carriers, chauffeurs and drivers of public vehicles, owners and employees of business establishments, peddlers, porters, traffic officers and the general public, to zealously ensure that all tourists and foreigners visiting our country for the purposes of rest and recreation be treated fairly, equitably, respectfully, amiably and courteously and with spontaneous hospitality; Provided, That the Tourist Company, in coordination with the Department of Education shall establish a program to motivate students to conduct themselves in keeping with the purposes of §§ 5002—5002b of this title.
