A Committee, which shall be responsible for the drafting and recommendation of the Plan for the Prevention of Violence, is hereby created, to be constituted by the Secretaries of the Department of Health, Education, Family, Corrections and Rehabilitation; the Police Superintendent; the Women’s Advocate and two (2) representatives of [nongovernmental] organizations that render services for the prevention of violence to be appointed by the Governor of Puerto Rico. The Secretary of Health of the Government of the Commonwealth of Puerto Rico shall chair the Committee.
The Committee shall be constituted within thirty (30) days as of the date of approval of this act and it shall submit a project of the National Plan for the Prevention of Violence to the Governor within six (6) months of its constitution.
The Governor shall submit the Plan for the consideration of the Legislature of Puerto Rico no later than [thirty] (30) days as of having received the same. The Legislature shall have a term of [sixty] (60) days for its consideration, and if it does not take any action on it within said term, the Plan shall take effect immediately.
