(a) The anthems of the Commonwealth of Puerto Rico and the United States of America shall always be executed with their original and official music as a hymn, at every official or solemn public act and ceremony of the Government of Puerto Rico. This shall be taken into consideration in any other activity, public or private, where it is desired to render respectful homage to said official anthems. The original and official musical arrangement for the anthem of the Commonwealth of Puerto Rico is that by Ramón Collado, as interpreted in the proclamation acts of the Constitution of the Commonwealth of Puerto Rico on July 25, 1952, whose musical score for piano and band shall be part of §§ 38-39a of this title.
(b) The Secretary of Department of State is hereby empowered to promulgate, through regulations, all matters related to the use of the anthems of the Commonwealth of Puerto Rico and the United States of America in official acts and ceremonies of the Government of Puerto Rico.
