(a) The award created by virtue of this section shall be bestowed in the manner set forth below.
(b) A panel of three (3) judges is hereby constituted to be composed by the Secretary of the Department of Health, the Chairperson of the Health Committee of the Senate and the Chairperson of the Health Committee of the House of Representatives of Puerto Rico, who shall be empowered to each year select the public servant who has most distinguished him or herself in the field of health, be it for the scientific research conducted, the acknowledgements received, the work performed or the community services rendered.
(c) The award shall consist of an amount of one thousand five-hundred dollars ($1,500) bestowed on the public servant selected yearly as well as a plaque in acknowledgement to be presented during a ceremony to be held in the premises of the Legislature of Puerto Rico.
(d) Both legislative bodies shall set aside from the yearly General Budget the funds needed to grant said award and hold said ceremony.
