The Claim for Democratic Rights provided by § 21 of this title, shall be submitted for approval to the qualified electors of the Commonwealth of Puerto Rico in a referendum to be held on December 8, 1991. The ballot shall state that this claim constitutes a petition to the Congress and to the President of the United States.
