The rights recognized to children in this chapter are not to be construed with the intent of releasing children from compliance with legislation or regulations in effect in Puerto Rico or promoting actions or conduct in contravention to the morals, public order and standards for community living and a sound relationship with the schools, educational and community institutions, as well as those of their family unit.
In view of what has been herein established, the responsibilities of children shall be at par with their mental capacity, physical development and chronological age, so that these may conform to the requirements thereof and to their capacity to fulfill said responsibilities within a balanced social environment.
