It is the obligation of the State to protect children against any form of exploitation, including but not limited to:
(1) Sexual exploitation and abuse, including the prostitution of children and their use in pornographic acts.
(2) The use of children to practice public mendicity [sic].
(3) The sale, traffic and exchange of children for any purpose.
(4) The use of children for criminal activities.
