The Food and Nutrition Commission shall have the responsibility of designing the procedures to establish a nutritional vigilance system through which:
(a) The dietary conditions of the population in Puerto Rico are continuously identified and the changes that occur after procedures are applied to improve them, and
(b) give advice in identifying the availability of foodstuffs whose nutritional content would be of great benefit to improve the nutritional status of the population.
The Food and Nutrition Commission shall also be responsible for the establishing of procedures to perform periodic nutritional studies to determine the nutritional condition of the population.
