The application of the administrative sanctions established by virtue of this chapter, shall not, in any way, prevent or impair any pertinent civil or criminal action from being filed.
None of the provisions of this chapter that prescribe penalties shall be construed in the sense of preventing the filing of any suit, proceeding, sentence, or punishment pursuant to any other criminal or civil, general or special legal provision.
