The Secretary may designate a specific vehicle as an authorized emergency vehicle after determining that such a designation is necessary for the preservation of life or property or to conduct emergency government functions.
The designation shall be made in writing and the document evidencing such designation shall be carried in the vehicle or motor vehicle at all times. The vehicle shall also bear a distinctive marking visible from the outside that identifies it as such.
