§ 5603. Uniform application throughout Puerto Rico

The provisions of this chapter shall apply throughout Puerto Rico and no local authority may promulgate or enforce any ordinance whatsoever on any matter covered by the provisions of this chapter unless expressly authorized by the Secretary regarding public roads outside his/her jurisdiction.
