Any person who operates a motor vehicle driving school without being duly authorized by the Secretary shall incur a misdemeanor and if convicted, be punished with a fine of not more than five thousand dollars ($5,000).
Any person authorized to operate such a school that violates all other provisions of this subchapter or the regulations promulgated by the Secretary to such effect, shall incur an administrative fault and punished with a fine of one hundred dollars ($100).
