It shall be unlawful for the owner of a public heavy motor vehicle deemed as a working tool, as established by the Commission, to allow another person to drive said vehicle if the requirements provided by this subchapter for such cases have not been complied with, or to drive a public heavy motor vehicle deemed as a working tool if said person is not the owner of said vehicle or is not authorized to drive the latter pursuant to the provisions of this subchapter.
Any person who violates the provisions of this section shall be guilty of an administrative traffic fault and punished with a fine of fifty dollars ($50).
