Every owner of a heavy motor vehicle who uses it to travel on public highways, shall weigh the unloaded vehicle and obtain the dimensions between the axles at a weighing station authorized by the department, where he/she shall obtain a certification of the unloaded weight, the dimensions between the axles and a stamp that identifies the vehicle as having been weighed and certified. The driver of the heavy motor vehicle shall have said certification available at all times in the cab of the vehicle as evidence of hasting complied with this requirement and shall show it when required to do so. The seal shall be fixed at the right side of the interior of the windshield of the heavy motor vehicle, at the left of the license sticker.
