The Secretary may grant special permits for a limited time, authorizing the operation of vehicles, motor vehicles, trailers or semitrailers bearing loads that are not in conformity with the provisions of this subchapter and the regulations promulgated thereunder. Every permit thus granted shall be carried in the corresponding vehicle and shown for inspection to any law enforcement officer or agent, and no person holding said permit, or driver of the vehicle shall violate the terms and conditions thereof. The issuing of each permit shall entail the cancellation of an Internal Revenue voucher in the amount of fifty dollars ($50).
