No vehicle, motor vehicle trailer or semitrailer shall travel on the public highways overloaded or with cargo that extends beyond the vehicle or trailer in excess of what is established below, or placed in such a way that it may fall off the vehicle or trailer or be scattered on the pavement or in any way affect the public safety and the traffic flow.
