No motor vehicle or trailer shall travel on the public roads without being equipped with a fender over each of its wheels and every vehicle used to haul freight whose structure is devoid of rear fenders shall be equipped with covers or devices, including metal or other accessories for the effective protection against scattering stone particles or mud or any other matter.
