The Secretary is hereby authorized to prescribe by regulations to such effects, any other necessary provisions with regard to the installation and use of safety seat belts and child safety seats. In addition, the Secretary shall adopt regulations to establish the eligibility requirements for persons who request a child safety seat in accordance with the provisions of this chapter.
