No person shall park on the roadway of a public highway for the following purposes:
(a) To solicit free rides or offer to watch over vehicles or motor vehicles, free of charge or for pay.
(b) To make collections of any type.
(c) To distribute propaganda of any type.
(d) To lie down or sit on the roadway of the public highway for any purpose.
The Secretary shall establish the regulations needed to authorize the use of a public highway for a person to sell or offer products, objects or items of any sort for sale. The distribution by sale of newspapers on public highways within a radius of one hundred fifty (150) feet from a traffic light shall never be prohibited.
