It is the official position and public policy of the Government of Puerto Rico that driving vehicles or motor vehicles on public highways under the influence of alcoholic beverages, drugs or controlled substances constitutes the main threat to public safety and that the resources of the Government shall be directed toward curbing same in the most thorough, decisive and vigorous way possible, in order to achieve the prompt and total eradication of this antisocial and criminal behavior which threatens the lives and property, as well as the peace of mind, of all citizens.
Operating all-terrain vehicles under the influence of alcoholic beverages, drugs, or controlled substances likewise constitutes a main threat to public safety.
Pursuant to these provisions, it shall be unlawful for any person to drive or operate any vehicle, a motor vehicle, or all-terrain vehicle under the influence of alcoholic beverages, drugs, or controlled substances, or possess any open container containing alcoholic beverages in the passenger area of any vehicle or motor vehicle.
