Any person who drives a vehicle or motor vehicle on a public highway must take reasonable care when approaching another vehicle drawn by any animal or animals, and if necessary, shall slow down or stop the vehicle and yield the right of way.
The owners or persons in charge of animals shall not allow them to run loose or to be in the care of children under fourteen (14) years of age except in the company of an adult, or let them graze, or tie them at the side of public roads.
