Said maximum speed limit shall be established to be effective at all hours or at the hours indicated by said signs and different limits may be established for diverse hours, for particular types of vehicles and for various weather conditions, as well as taking into consideration other factors pertinent to a safe speed. Said conditions shall be in force when indicated by fixed or removable signals. However, the maximum limits established by the Secretary shall never exceed those set forth in this chapter.
This power is vested in the local authorities under the same terms and conditions as to the streets and roads under their respective jurisdictions.
