All redistributors of motor vehicles or trailers shall:
(a) Request that the financial institutions, insurance companies and leasing companies or the dealers of motor vehicles or trailers submit the documents that provide evidence of ownership of the motor vehicles or trailers that are to be put up for bidding;
(b) stamp the license of the unit in its rear so as to indicate the vehicle shall be exported, after the motor vehicle or the trailer has been auctioned off to a non-resident sales dealer of motor vehicles or trailers;
(c) ensure that the motor vehicles or trailers to be exported are taken directly to the pier from where they shall be shipped, and
(d) obtain, prior to the auction, from the Puerto Rico Police and from the Department of Transportation and Public Works, a certificate indicating that neither the motor vehicle nor the trailer has been stolen and that their serial numbers are correct, and notify the Department so that the export tax on the vehicles object of the sale is registered.
