§ 3152. Statement of public policy and legislative purpose

The Legislature declares and recognizes as the public policy of the Commonwealth of Puerto Rico to establish an integrated, coordinated and safe system of transportation, based on the most advanced technological concepts and taking into consideration our needs, capabilities and means. Said public policy shall be based on the following basic principles among others:

(a) Continue the Program for Construction and Improvement of Highways which connect the urban nuclei, as well as those serving the rural zones and those classified as interurban.

(b) Promote mass transportation on the main urban centers and interurban services including rural areas, propitiating their more efficient, rapid and safe operation.

(c) Promote adequate air and marine transportation services with reasonable costs and rates for the socioeconomic development of Puerto Rico.

(d) Continue the Traffic Accident Prevention Program.

(e) The joint coordination and revision of programs related to transportation attached to other government agencies.
