The Secretary shall classify all the highways existing or to be constructed in Puerto Rico, setting the minimum width for each category; Provided, That when any existing highway does not have such minimum width, the necessary land to complete it shall be acquired, when deemed necessary, by the Department, through assignment, donation, purchase or condemnation. The Department shall issue a certificate of these acquisitions so that the former owner may present it to the Department of the Treasury for the corresponding adjustment in the assessment of the remainder of its property. This power is granted to the mayors with regard to municipal roads. No department, agency, municipality or instrumentality of the government shall authorize the construction of works or buildings on lands affected by the sketches to establish the lines of future highways as established by the Official Maps adopted by the Planning Board.
