The Secretary of Transportation and Public Works may, with the previous approval of the Governor, accept, in behalf of the Commonwealth, gifts of property and money to help carry out the purposes specified in this chapter. Funds so received shall be kept under the custody of the Secretary of the Treasury, to be expended in accordance with the terms of the gift.
