The Secretary of Transportation and Public Works shall appoint the Director, who shall be the administrative head of the office and shall develop, outline and perform the functions and duties herein prescribed. The Director must be qualified by training and experience for the task of directing traffic matters. The Director shall be furnished with adequate offices, materials, equipment and personnel. The personnel necessary for carrying out the provisions of this chapter shall be appointed by the Secretary of Transportation and Public Works pursuant to the Personnel Act in force.
