All correctional programs which at the time this act takes effect are under the jurisdiction and administration of the Justice Department are hereby transferred to the Administration.
The functions, powers and duties imposed by §§ 402 et seq. of Title 3 on the Secretary of Justice, in relation to the treatment and rehabilitation of addicted and alcohol convicts are transferred to the Administrator, except those obligations imposed on the Secretary of Justice by subsection (a) of § 401 l of Title 3.
With regard to the treatment and rehabilitation of the Administration’s inmates in institutions under the jurisdiction of the Administration of Mental Health and Addiction Services, the Administrator shall follow the same procedure established under §§ 402 et seq. of Title 3 and in the regulations promulgated by both the Correctional Administration and said Department.
