The regulations adopted for the establishment of programs or centers for the settlement of disputes shall provide, among other factors, the following:
(a) Objectives and purposes of the programs or centers as well as the criteria or requirements for their operation.
(b) Procedures for the filing of complaints and to hold the sessions or informal hearings in which the parties involved in the conflict may participate.
(c) The procedures to insure that the disputes to be processed comply with the criteria or requirements adopted, and the procedures to refuse the cases which do not meet said criteria or requirements.
(d) The procedures to notify the parties of the date, place, and hour of the hearings.
(e) The procedures to insure that the participation of the parties is voluntary.
