In addition to and regardless of the provisions of § 336 of this title, and whenever without lawful cause a witness who has been duly summoned does not appear to give testimony or does not produce the books, registers, documents or objects, as required of him, or whenever any witness who has been duly summoned refuses to answer any question with regard to any matter under investigation by the Office of Court Administration, the Administrative Director thereof may apply to the Court of First Instance for an order to the witness to appear and give testimony and produce and surrender the books, registers, documents or objects required of him. The Secretary of Justice shall, whenever so required by the Administrative Director of the Courts, represent the latter in such proceedings.
