P.R. Laws tit. 4A, § 2
The filing of a separate memorandum of authorities shall not be permitted, and the arguments and questions of law shall be included in the body of the review. The original of the review and eight (8) copies shall be filed with the Office of the Clerk of this Court, and shall be immediately forwarded to the Chief Justice and Justices. On or before the day of its filing in the Office of the Clerk of this Court, a copy of the petition shall be personally and directly served, through a messenger, on the Electoral Review Board, on the General Administrator of Elections, on the Electoral Commissioners of the Commonwealth Election Commission, and on any other person, or [his] attorney, who is an [opposing] and interested party to the proceedings.
