§ 2104. Licenses

It shall be the duty of every owner, operator or trainer of preventive vigilance and personal protection watchdogs, or those that detect drugs, narcotics and explosives, to acquire a license issued by the Department of Agriculture, through the payment of the corresponding fees, authorizing and qualifying him/her to offer specialized training programs for dogs. This license shall be an essential requirement for all the aforementioned owners, operators or trainers, and shall be obtained in addition to any other license, certificate or diploma issued according to the criteria of any professional entity located in the United States of America.
