The Secretary shall adopt the regulations needed for the implementation of this chapter, with the exception of the provisions that govern the internal organization of the Office and those related to the powers conferred to its Administrative Board, as indicated in the effectiveness note under § 2001 of this title. Such rules and regulations shall be adopted and promulgated pursuant to §§ 2101 et seq. of Title 3, known as the “Commonwealth of Puerto Rico Uniform Administrative Procedures Act”.
