The Secretary is hereby authorized to use, with the approval of the Governor, or of the officer whom he delegates, any of the funds that have been, or that may be provided for the Department of Agriculture in the General Budget of Funds for Fiscal Year 1977-78, for the execution of this chapter, either through transfer of funds from the different programs which are attached or eliminated hereunder, or through appropriations, for any of the purposes authorized hereby. For succeeding fiscal years, the funds needed to carry out the purposes of this chapter shall be appropriated in the Government’s General Expense Budget under the Department of Agriculture.
