The provisions of this chapter shall not apply to government agencies which must have, in order to carry out their purposes, the animals, microorganisms, insects, eggs or progeny designated as prohibited. Said government agencies shall, however, exercise extreme precaution on the keeping, custody and confinement of such animals, microorganisms, insects, eggs or progeny, so that they should not escape thereby resulting in a threat or risk to human life or to public safety.
