§ 1553. Programs—Establishment by Secretary of Agriculture

The Secretary of Agriculture is hereby empowered to establish programs to offer all or any of the following incentives, subsidies, aids or services:

(a) For agricultural practices recommended by the Secretary of Agriculture with regard to any activity of farm cattle production and/or to reduce in any advisable manner the operation costs of such activities.

(b) To individuals or natural or [juridical] persons who are engaged in the manufacturing of farm cattle products locally produced, whether using them wholly or partially, exclusively, or in combination with other ingredients; as well as to enlarge or improve the manufacturing efficiency of plants already established for the manufacturing of such products.

(c) To individuals or natural or [juridical] persons engaged in the production, test, experimentation, trial or demonstration of techniques or products necessary or useful to the farm cattle production.

(d) To attract the necessary working force for the farm cattle production, including contributions to the farmers for such purpose in accordance with the provisions of §§ 2001 et seq. and 2031 et seq. of Title 29.

(e) For formal or informal training, of short or long duration, within or outside Puerto Rico, of farmers, employees, workers or professionals in the direct service of the agriculture or to later serve the agriculture in any manner related with the production, marketing or manufacturing of farm cattle products pursuant to the provisions of Joint Resolution No. 8 of December 12, 1966.

(f) For the test, adaptation, development or purchase of the machinery and equipment necessary or useful to the production, manufacturing or marketing of farm cattle products pursuant to the provisions and terms of §§ 318—318e, 420—420g and 854—854e of this title.

(g) To fix and grant guarantees of prices for farm cattle products produced in Puerto Rico, not only in their natural stage but also when manufactured or semimanufactured in accordance with §§ 55a—55h of this title.

(h) So that natural or [juridical] persons engaged in agricultural operations perform current practices of farm cattle production when because of economic reasons the latter would not be performed, but whose development is considered convenient to the general welfare of the country or of a region in particular.

(i) For the sale outside of Puerto Rico of farm cattle products produced in Puerto Rico.

(j) To pay in whole or in part the insurance premiums of farm cattle products obtained through government agencies or instrumentalities or by private companies.

(k) To promote the sale of farm cattle products fresh or manufactured, produced in Puerto Rico, within or outside Puerto Rico, through advertisements, demonstration and in any other manner deemed convenient pursuant to the terms and provisions of §§ 55a—55h of this title.

(l) To promote the farm cattle production by the granting of incentives consisting in the payment of a global sum to farmers or juridic entities, public or private which accept any one plan offered by the Secretary of Agriculture for such purposes.

(m) To promote any kind and all kinds of aid to fight diseases, plagues and insects which attack plants or animals of commercial importance or plants or animals which because they lack commercial importance could transmit diseases or become the host of insects that could affect those which may have it.

(n) To promote the construction of reserve lakes or basins in agricultural farms in order to prevent and avoid economic losses in times of drought or lack of rainfall.
