No person shall feed or permit the feeding of swine or barnyard fowl with garbage unless he obtains a special written permit from the Secretary of Agriculture of Puerto Rico or his authorized agent. Such permits shall be obtained within thirty (30) days following the effective date of this amendment to this act and shall be renewed on or before the first of July of each year.
