The Office of Legal Assistance to Low-Income Farmers shall offer assistance of a legal character in matters, both administrative and judicial, which are not attended to by other offices of the Department of Agriculture or other agencies of the Commonwealth Government, according to the following norms:
(a) Eligible for the services provided by §§ 1151—1154 of this title shall be those farmers whose financial means do not allow them to pay for the services of a lawyer.
(b) No services shall be rendered in suits against the Commonwealth Government.
(c) The services herein authorized shall include consultations and proceedings related to the agricultural and economic activity of the person concerned, but shall not be extended to cover violations of laws and regulations promulgated by the Commonwealth.
