This chapter shall be interpreted liberally in favor of the authority of the Administrator to regulate the milk industry and its products, in order to put the public policy into effect, and to comply with the purposes of §§ 1092—1118 of this title.
The Administrator shall be empowered to approve any regulation deemed necessary, pursuant to the provisions of this chapter. In addition, he shall be empowered to formulate and adopt any plan and measure deemed necessary to face the changing variations and conditions of the milk industry, in order to protect the general interest and the prevailing public policy.
